NEPA Environmental Review and Compliance for the Swinomish Roundabout Extension Project

The Swinomish Indian Tribal Community is seeking proposals, by Friday, September 23, 2005 from qualified firms or individuals with successful experience conducting Environmental Assessments (EA), and developing the necessary documents in accordance with the National Environmental Policy Act of 1969 (NEPA) Swinomish Roundabout Extension Project located within Section 11, T34N, R2E, W.M., Skagit County
1. Project Description/Background
The Swinomish Indian Tribal Community was awarded a federal appropriation through the aid and support of Senator Murray's office for the extension of an existing roundabout off of SR20. The Swinomish Roundabout Extension Project involves the redesign and construction of an existing roundabout and the design and construction of approximately 1800 linear feet of rural major collector. In order to meet all federal and local environmental permitting requirements, various studies and evaluations need to be performed including, but not limited to, archaeological, biological, and geotechnical and environmental assessments.
2. Scope of Work
The project requires the preparation of a BA and EA in accordance with NEPA pursuant to the Federal Highway Administration (FHWA) guidelines and policies and at a minimum must include the following.
1. Description of the proposed action
2. Purpose of and need for the proposed action
3. Existing conditions analysis that includes identifica- tion of sensitive receptors, wetlands and threatened and endangered species.
4. Alternatives to the proposed action
5. Evaluation of impacts of the proposed and alternative actions
6. Coordination with FHWA, USFWL and NMFS for BA Concurrence
3. Consultant QualificationsThe principal or the principal staff assigned to this project should have extensive experience in Northwest Washington and experience with Washington's Endangered Species. The principal or principal staff should have a graduate level degree or higher in biology, botany, ecology, environmental planning or related field, and experience in the field of biological sciences. In addition the principal or principal staff should have the following:
1. Knowledge of BA and EA objectives under NEPA.
2. Familiarity with Washington State Department of Transportation's (WSDOT) and FHWA's NEPA guide- lines and policies.
3. Experience working with USFWL and NMFS
4. Experience in working with Northwest Coast Salish tribes
4. Swinomish Will Provide:
1. Survey and ROW information of the proposed project area.
2. Project information such as location of proposed cuts and fills, location of utilities, etc.
3. Copies of existing environmental information physi- cally held by the Swinomish Office of Planning and Community Development
4. Access to appropriate Tribal staff necessary for com- pleting requested work.
5. Comments on Reports
5. Submittal RequirementsThree copies of the proposal are to be provided. The proposal is to be organized into the following categories.
1. Approach to the project: Describe your approach to this project and the tasks necessary to complete the project and receive concurrence from USFWL and NMFW.
2. Experience:Describe the experience of the firm and/ or individual(s) assigned with related projects of a similar nature, or their experience with their respec- tive portion of the project.
3. Qualifications: Describe you and/or your staff's unique qualifications and training for this type of work, or the tasks identified.
4. Work Hours and Schedule: Describe what you think will be the work hours necessary to complete the var- ious tasks related to this project and the schedule for when the work will be done.
A copy of a proposed contract and evidence of Professional Liability Insurance may be included but is not required at this time.6. Submittal Due
All proposals must be received by the Swinomish Office of Planning and Community Development no later than Friday, September 23, 2005 at 4:00 PM. All proposals received after this time will not be considered.

7. Selection of ConsultantA committee made up of Tribal and WSDOT staff will evaluate the proposals. The proposals will be evaluated on the basis of successful experience with similar projects, qualifications of staff, experience working with Indian Tribes and approach to the project.
Native American preference in hiring will be applied to this project.
